Bush and Katrina.

I just saw on CNN, an excerpt from the interview President Bush gave to Diane Sawyer in 'Good Morning America' this morning in which he said:

"I don't think anyone anticipated the breach of the levees."

Meaning what... anyone in his little circle in Crawford, Texas? Or anyone in the 'real world'?
Given that the Hurricane was downgraded at last minute when it reached the shores, one wonders what 'anyone' expected a category 5 hurricane would have done to those levees! No breach - just plain overrun, I imagine.
