Chirac's Responsibility.

The Financial Times took note of the French President’s words:
"More than half the French population is neither understood nor protected. People have lost confidence. Their despair leads to resignation; it risks inciting anger. We are at the mercy of a social explosion."
… from a book he wrote in 1995 before winning the presidency ‘when Chirac identified a "fracture sociale" and promised to end the social chasm between haves and have-nots by reducing unemployment and social inequalities’.
